Transportation provides an important support for the rapid and sound development ofnational economy, and plays a significant role in improving economic efficiency. With therapid development of national economy, the road freight transport sector has made greatprogress, but there are also lots of problems being assumed as widespread overloading. Theoverloading in road transportation not only has done great harm to road infrastructure, butalso seriously disrupts the road freight transportation market, which has had a negative impacton the sustained and sound development of national economy. Basing on that, the correlateddepartments of the government implemented a number of overloading controlling actions, butnone of them really is long-term solution. The cause is that relevant controllingcountermeasures can not really eliminate formation factors of overloading because ofambiguous analysis of formation mechanism of overloading of related parties, road carriers inespecial.In this dissertation, firstly, related researches at home and abroad were described, andtheir weaknesses also were summarized. Then, basing on introducing related definitions andtheories, it used the Externality Theory and Game Theory to analyze the formation mechanismof overloading of road carriers, and came to such conclusions as external cost was animportant driving factor of formation of overloading of road carriers, capture rate and briberyrate of enforcement action played an important role in the development of overloading, andthe far over-supply of hauling capacity is an important reason for constant overloading.Finally, basing on summarizing features and thinking of overloading controlling, it proposedcorresponding controlling countermeasures.In general, basing on related researches, the formation mechanism of overloading of road carriers was systematically analyzed in this dissertation. With the expectation of permanentlycontrolling overloading, according to national conditions, some controlling countermeasureswere proposed.
