Innovation is the source of competitiveness of enterprises. A large number of operating practices of the enterprises have told us that the innovation culture has become an important factor to encourage enterprises to innovate. During the whole process of the reform and development of the state-owned enterprise, the system reform has always been the central point. However, we ignore the influence of the culture in an enterprise, which leads to the cultural development lagging behind the system reform. Presently, the construction of innovation culture has become an important subject in the development of state-owned enterprises. Fostering innovative culture of the State-owned enterprises, creating innovation atmosphere and stimulating the innovation enthusiasm of the staff are the effective ways to enhance the vitality of enterprises and improve the competitiveness of enterprises.The thesis takes the research of the innovation culture of enterprises as academic basis, summing up the core natures of influencing innovation culture, which include the encouragement to the creation and tolerance to the failure, the dialectical unity of competition and cooperation and the combination of learning and communication. The author organizes the historical evolution process of the state-owned enterprises culture, analyzes the cultural characteristics of the state-owned enterprises culture in different periods and elaborates the cultural elements which are good or bad for the innovation of the enterprise. The spirit of dedication, sense of ownership and collectivism are conducive to innovation while conservatism, bureaucracy, and egalitarianism are impeditive to innovation. On this basis, the author does a survey about innovation culture of the state-owned enterprises to eleven state-owned enterprises in Liaoning province using the combination of questionnaires and interviews. The thesis analyzes the innovation culture conditions in the aspect of values, systems and behaviors. Finally, the author proposes the proposals for upgrading the innovation culture of the state-owned enterprises from three perspectives which are the construction of innovation environment, the building of innovation system and the shaping of innovation value.
