After entering the 21st century the network has been rapidly developed in the world. Knowledge is increasingly becoming bargaining chip in the competition between the state and another, between the Enterprises and another, between the individuals and another. The survival and development of enterprises depends on whether it has a persistent competitive advantage and the persistent competitive advantage of enterprise relies increasingly on its knowledge resources and capabilities. In the information society, explicit knowledge has cut down the role of continuity competitive advantage. For its valuable, difficult to imitate and hard to replace, unique tacit knowledge of business is becoming the ultimate source which is continuity competitive advantage.However, because of tacit knowledge which is difficult to perceive, express, spread and the psychological characteristics of the owners make it hard to excavation, accumulation, sharing and innovation, and the tacit knowledge has been losing its role with the application environment changes and the loss of employees. Therefore, for the tacit knowledge, we should firstly find out the factors affecting the formation of tacit knowledge, analyze their mechanism in order to further enhance tacit knowledge management and the services for business development.The formation of tacit knowledge is very complex. What factors affect the formation of tacit knowledge? What affect the formation of tacit knowledge in the "learning by doing"? How the to promote accumulation of tacit knowledge between individuals in "learning by doing"? On these issues, this article reviews the relevant literature and summarizes the content, characteristics, formation process and influencing factors of tacit knowledge; in theoretical analysis, we extract three-dimensional degrees which affect the formation of tacit knowledge between individuals, which are self factors, time factors and environmental factors. It contains a total of 10 factors. We build a tacit knowledge conceptual model of influencing factors about "learning by doing" and propose hypotheses. By the designing of questionnaires and data collection and the using of SPSS Statistics software analysis of the results of the questionnaire, we test of related assumptions and arrive at factors affecting the relationship between the formations of tacit knowledge.According to the results of empirical studies, this paper obtained significantly positive correlations between the "learning by doing" and the length of time, knowledge structure, interpersonal relationships, life experiences, mental models, values, corporate culture, incentive systems, business practices, shared vision in the formation of tacit knowledge. According to research findings, we put forward reasonable proposals to promote the formation of tacit knowledge between individuals.
