Came out with "National Nuclear Power Development Project Plan (2005-2020)", China's nuclear power has entered upon a new phase; and formed a large-scale pattern of development. Large-scale using of nuclear energy should be on the premise that the safety of nuclear power must be guaranteed, but with the increasing number of nuclear power generating units, the risk of nuclear accidents have increased.The previous studies show that human errors make significant contributions to accidents. Creating a favorable safety climate will be significantly reduced the probability of nuclear accidents. However, current researches focus on manufacturing, construction, aviation and chemical industries, the researches to relationship between safety behavior and safety climate on nuclear power is less, especially empirical research is very scarce. Nuclear power plant as an industry of classing highly cares to security and demanding quality to their employees, are the dimensions of safe climate different? Are the relationships between safety climate and safety behavior exist? If so, how is the interaction? How to build an atmosphere consistent with the safety of nuclear power plants?This thesis attempts to use Chinese nuclear power plant as the object of study, and survey the degree of safety recognition on staff, then analysis the present state of safety climate and safety behavior on nuclear power plant by descriptive statistics, factor analysis and structural equation model, and the various dimensions between safety climate and safety behavior. Finally, according to the conclusion, the present study put forward a proposal as follow: to improve employee's safety awareness and establish a correct concept of security; to enhance safety management and create a good safety climate; to intensive training and improve safety technical knowledge and skills; to increase safety input. We hope to provide policy makers and nuclear power operators'references.
