At present, the world financial crisis has passed, and the foundation of the growth of Chinese iron and steel industry has been further consolidated. However, the situation about the market demand on iron and steel products is still confronted with great uncertainty; Meanwhile, the material cost has risen considerably since the beginning of the year 2010, especially the iron ore cost. Therefore, there are still fairly big difficulties in the operation of the Chinese iron and steel industry. Furthermore, with the gradual implementation of a series of macro-control policies aimed at promoting healthy development of the iron and steel industry, private iron and steel enterprises will face even greater pressure. Being in the situation that having more challenges than opportunities, private iron and steel enterprises must be cautious about their development strategy planning, which is worth studying. This paper chooses Highsee Iron and Steel Group Co.Ltd as an object to study its development strategy, which can be considered as representative of the Chinese iron and steel industry.This paper introduces the significance and background, the train of thought, the domestic and abroad research status, and indicates the innovation; introduces PEST analysis, Porter's five forces analysis, SWOT analysis and some relevant theories in enterprise development strategy; introduces the status of Highsee Group and simply analyzes the development patterns of private iron and steel enterprises; analyzes the external environment and internal environment of Highsee Group; indicates the development strategy of Highsee Group based on existing resources, which being developed by using SWOT analysis; also indicates the development strategy of Highsee Group based on new resources available, which can promote the formation of certain competitive advantages; synthesizes the above two different strategies and gains the more rational development strategy of Highsee Group.
