A country's industrialization, urbanization, modernization is the core of the transfer to non-agricultural labor force. To study the transfer of a country's agricultural labor force in the country of industrialization, urbanization and modernization has important theoretical and practical significance. And because the role of education in intergenerational transmission, urban-rural education, a long-term impact will be further impeded the transfer of rural labor to cities.Through empirical analysis and quantitative analysis concludes that the dual education leads to rural and urban residents differ by level of education, in which differences in level of education under the transfer of rural labor force is closely related to the higher labor quality, the migration rate is higher; level of education affect the agricultural labor force after the transfer of occupational choice and occupational earnings, the higher the educational level of the more stable the higher their income; level of education to return to the transfer of agricultural labor force is also an impact on the transfer of labor force in agriculture, the higher the level of education, technical quality of the more well, its rate of return lower; in our division under the influence of labor market institutions, good education and training is able to enter the high level of labor force in the labor market of the most important factor.The formation of urban-rural gap in education is our government to pursue national development strategies and educational resources as the highest goal of efficiency results, due to China's political reform is lagging behind the state's excessive expansion of public power, resulting in, including educational resources, including a variety of quality resources continue to flow to the cities rather than rural areas, this is also affect China's rural labor force transfer of the main factors. Therefore, the elimination of education, poverty and narrow the gap between the dual primary responsibility for education in the government. The Government should promptly adjust their roles, changing functions, and to develop effective public policies to ensure that everyone fair access to public education resources to implement national development strategies founded on education, the establishment of educational policies to rural areas; to further reform the household registration system, a sound social security system, create a favorable labor environment; increase in funds for rural education and improve the quality of education in rural areas, adjust the ratio of investment in education to support basic education in rural development; to strengthen vocational and technical training for farmers and providing employment options, while actively concerned about their children's education problems of migrant workers, to provide a guarantee for the rural labor transfer; reduce the transfer of rural labor costs, increase income of rural labor transfer. Through a variety of measures to implement and improve and promote the transfer of surplus rural labor to urban areas, in order to build a new socialist countryside, to create conditions for the gradual resolution of the three agricultural issues.
