The Measure Research On Promoting The Income Of The Peasants

More than 30 years of reform and opening up, solving the issues of China's agriculture, rural areas and farmers have been made remarkable achievements, with the great attention from the Party and the government. However, along with the economic system reform continued to deepen, China's agriculture and rural areas also appeared some new cases and new issue in the late 1990s. Of all the issues, the most prominent is the growth rate of actual net income of farmers dropped and slow. Especially since 1997, the growth rate of rural per capita net income has become standstill, sluggish growth and increasing slack. Farmer' income is long-term go up not to go, which is global to national political, economic and social effect, related to the rural social stability and national long-term stability. Increasing farmers' income is the center of China's rural work for the current and even the next time. However, Judging from the present condition, due to various reasons, our government has introduced many measures about increasing the income of farmers that are short-term and limitations, so not fundamentally solve the problem of farmers' income, and the instructional framework for the long-term mechanism of farmers' income has not been formed yet. This thesis is intended to focus on how to build the long-term mechanism of increasing farmers'incomes, by means of meticulously deep investigation and study, to explore the connotation and approaches of the mechanism.This thesis analyze the features of farmers' income, summarizing the factors that restricts farmer income growth: the frangibility of agricultural oneself, unreasonable structure of agricultural industry, low level of farmers' cultural level and the information quality, imperfect circulation market of agricultural products, the shortage of the land system and the rural basic management systems, the defects of dual rural-urban structure, the backward of agricultural infrastructure, etc. Based on this, in order to set up and amplify the long-term mechanism of lightening farmers' burden, perfect our country's present domiciliary system and land system, deepen reforming the investment system of agriculture and rural, establish stable growth of investment mechanism, perfect modern rural financial system and the modern circulation system of agricultural products, actively promote strategic adjustment of agriculture and rural economic structure, actively develop agricultural industrialization, transform the government functions on agricultural management, improve technology culture quality of farmers, accelerate the move of force of rural surplus labor and develop agricultural informatization construction, etc. The ultimate goal is to establish long-term mechanism of the income increase of farmers.
