During the middle and late 1990s, in order to facilitate and accelerate the reform and restructuring of state-owned enterprises to meet the various requirements for initial public offering, and raise funds for the state-owned enterprises from stock market as soon as possible to solve the needed funding issues of their follow-up development, a large number of state-owned enterprises made their core business and related superior assets listed after being stripped, reorganized and reconstructed, while bad assets, liabilities, surplus staff and historical issues were stripped completely before forming survival enterprises, which are the product of incomplete restructuring. Such survival enterprises, which have gone through the "core business withdrawl" reorganization process in the restructuring and listing of enterprises, have outstanding typical problems including poor asset quality, poor profitability, operational difficulties, backward management and so on.This thesis first recommends related theories of HRM, learns from advanced new E-HR Management mode home and abroad, and combines with the existing analysis and study on the background and status of Jiangxi mobile survival enterprises to find the problems and reasons, and introduces the thinking of E-HR Management on this basis. In view of building E-HR management system in existing corporate HRM system required by HRM development in Jiangxi mobile survival enterprises, this thesis proposes corresponding management measures with an aim to explore the new mode of human resource management in state-owned survival enterprises.Based on the corporate situations and analysis on the status of construction and implementation of E-HR management system in Jiangxi mobile survival enterprises, this thesis solves routine work stress issues in survival enterprises to achieve management processes standardization and effectively to improve the service of HR department, which helps make performance management work more fair and impartial, control labor costs and enhance the quality of HR management and decision-making and offer assistance in realizing actual operation and popularization of the system.
