Study On Survival And Development Environment Of Medium-sized And Small Enterprises In Xinjiang

Small and medium-sized enterprises have occupies more and more important position inthe economic development of our country. To promote the development of small andmedium-sized enterprises, the state puts forward "small and medium-sized enterprise growthproject" during the "twelfth five-year", by making a series of supporting policies to promotethe healthy development of small and medium-sized enterprises. For the entire socialdevelopment, Small and medium-sized enterprises is not only maintain steady and rapiddevelopment of national economy important basis, and also the important guarantee ofrelationship between the people’s livelihood and social stability. According to the state issuedthe relevant documents, Xinjiang autonomous region also accelerated the conducive to smalland medium-sized enterprise survival and development policy in the "twelfth five-year"period.Small and medium-sized enterprises have special significance in the economicdevelopment in Xinjiang, but can’t avoid the difficulties facing in the process of survival anddevelopment. Compared with large enterprises, small and medium-sized enterprises even hassome inherent advantages, but due to its size and the influence of environmental factors suchas mode of operation, for example, imperfect legal system, poor infrastructure, financingdifficulties, the market less competitive, problems such as unreasonable talent structure, andapproaches to realize good and orderly development of small and medium-sized enterprises inXinjiang is still fraught with difficulties. How to improve small and medium-sized enterprisesurvival and development environment of Xinjiang, to better promote the healthydevelopment of small and medium-sized enterprises in Xinjiang, has become a commonconcern on the national and local government.This article based on the research of enterprise survival and development environment,through the comprehensive analysis and put forward the five key factors affecting thedevelopment of small and medium-sized enterprise survival, law and policy environment,social service environment, financing environment, market environment, and humanresources environment. At the same time, this paper uses questionnaire survey, factor analysis,hierarchical analysis and fuzzy comprehensive evaluation and analysis method to study ofenvironmental factors, first by SPSS17.0analysis software, using principal component analysis method to classify indexes of extraction, and renamed for extraction of indicators;Secondly, using the analytic hierarchy process (AHP) to each key factor index weightcalculation, and on this basis, the fuzzy comprehensive evaluation method to calculatecomprehensive score of each index, and the final score ranking; Finally, through thecomprehensive analysis and draw the conclusion: Xinjiang in the process of the small andmedium-sized enterprise survival and development, market environment and social serviceenvironment is relatively good, financing environment, law and policy environment, andhuman resources environment still need to continue to improve. The conclusion of this articlefor further study of environmental factors affecting small and medium-sized enterprisesurvival and development in Xinjiang, the development of small and medium-sizedenterprises environmental research method and path, have positive academic significance.
