Research Into Factors Affecting Investments Estimate Of The Construction Project Based On Fuzzy Theory

In the total life cycle of construction project, there exist several valuating activities. Although the investment estimate is the roughest, it has greatest impact on the whole project. It is the foundation of the project decisions. It plays an important role in the management of the entire process of the project cost. It is an effective tool to develop investment plans and control investment, whose accuracy directly affects the project decisions, the economic effects of investment and have an effect on whether the construction projects can go on smoothly. It also affects the follow-up of a variety of cost control.This paper mainly discusses the general situation of the construction project investment estimates, and its developments both at home and abroad; it also introduces fuzzy evaluation. Then it discusses the factors affecting estimate of the construction project investments from the following five aspects: construction project investment decision-making and management, construction project design level, the government management of the project construction, the risk of construction projects estimated investment and the compilation method of estimating construction project investment options. It builds fuzzy comprehensive evaluation model based on factors in the construction project investment estimates, using both the qualitative analysis and the quantitative analysis method. To ensure the accuracy of the management of the whole process of the project cost, it evaluates the estimated investment project comprehensively, which will make the feasibility study of the construction project more operational and practical.Finally, this paper further discusses how to improve the accuracy of investment estimates. It puts forward opinions of improving the quality of the preparation of investment estimation, preventing the project decision-making errors, improving the "Resource Allocation" of the construction funds of our country, and the efficiency of application of construction funds. It is has a positive significance to improve the control investment of the construction projects of our country.
