The Development Of Industrial Clusters Problems And Solutions In Huangpu District

The thesis explores some crucial problems in the Industry cluster development of Huangpu District by utilization of some theories and observation of the advanced development experience of the Industrial parks home and abroad. It comes up with constructive suggestions for Huangpu District's future development in the industry cluster in terms of the development strategy, planning orientation and policy support etc. The thesis reaches conclusions that five measures have to be taken such as a).making preparations for fostering the industry cluster, b)establishing plans and policies for industry cluster development, c) constructing industry cluster carriers, d) increasing capital investment in various channels, e)accelerating the cultivation for high quality talents.The government of Huangpu District has been struggling with the problems such as the relatively slowing regional economic growth and the lagging-behind city construction. This paper especially explores the role of governments of Huangpu in developing industry clusters. Industrial clusters theories and experiences of both international and domestic industry clusters parks are studied through literatures analysis and field investigations of some typical industrial areas Planning and construction of the industrial parks, Connectivety and mechanism of industrial chains, application of industrial policies are discussed, the features and problems of the industry clusters development of Huangpu have received an overall analysis, finally, development strategies and policy suggestions for industry clusters development of Huangpu are conceptulized .The strategic planning and micro policy raised in the thesis may effective provides consultation on the future development mode of Huangpu District. This thesis first introduces the concepts of constructing industry cluster and tertiary cluster, then provides detailed evidence to demonstrate the ways and steps for industry cluster development, finally brings up creative suggestion as optimal choices for pillar industry cluster and advanced mode for planning and construction in industry cluster.
