The Study Of Compensation Mechanism In The Interests Of Grain Producers

People's livelihood relies on food security, food problem is the government's top priority. In particular, for a big country which has 1.3 billion people, it's very important to clearly the duties and tasks of all food security responders, ensuring positive food production and reasonable distribution and rational consumption of food. Food production is the basic link of food security, but in today's economy growing, food producers are in favor of economy interests than producing food, because the lower profit they can get from producing food. Therefore, to protect the interests of grain producer, in compensate the opportunity cost which over the profit they got from producing, it's of great significance.The article is divided into 6 parts:The first part is the introduction of the article, analysis the purpose and meaning of the article, analysis the ideas and methods of the study, at last illustrate the content and innovation of the research.The second part is the relevant theories of the research, which include:public products theory,Game theory,the opportunity cost theory,externality theory,system theory and welfare economics theory, to prepare the ground for the subsequent study.The third part, analysis China's current grain production compensation policy, using data envelopment analysis efficiency model to analysis the efficiency of the existing scale of food subsidies; Set 31 areas as decision making units, make four kinds of compensation as input indicators, and the food production and pure income of the farmers as output indicators, analysis efficiency of the compensation policy.The fourth part, learn from the experiences from other countries, and analysis the compensation ways and means of the developing and developed countries.
