Since reforming and opening up, China's telecommunications industry has achieved a leap-forward development and made great achievements. Now china has become the world's largest and fastest-growing telecommunications market. With the development of communications technology, people's lives have changed a lot. Now there are more and more diverse means of communication, such as:office phone, home phone, mobile phones, PHS etc. As a result of more communication means, contact between people is also convenient. However, there are some problems. many people used all of the above communication tools almost every day, Some people have two mobile phone numbers, more number More inconvenient for the management, because each Communications Contact has a Number. Once the communication tools or the contact number changed, it is very difficult in the shortest possible time to inform all my friends, it will be inconvenience to the life and work because of breaking off communication and losing information. In addition, there are a lot of numbers needed to remember so that it is inconvenience contact. Business cards printed on different numbers, even if some numbers which are Privacy had to be printed on because of fear of the loss of some business opportunities. Especially for some business customers in order to communicate successfully there are a lot of inconvenience because of using number of ways.In view of the above, regardless of business people, general staff and the Group user even individual users, have a demand that an only phone number will be able to contact all of their communication tools given to the clients, friends. In such a demand, "UMS" business emerged.The service is known as "unified messaging business." the service provided by the business operators, users can own a new unified telephone number including variety of commonly used communication number (cell phone, office phone, voice mail, home telephone number). Since then any person will contact the users simply by dialing the new number. In this service, the user can be via the Internet, fixed telephone or mobile phone at any time in accordance with voice prompts to set up the call profiles (home, office, out), or set up the time period, the holiday profiles, the call forwarding order and the answer mode."UMS" brings direct economical income to the business operators, but also impacts the mobile operations to some extent。Whether or not already installed telephone, or lines has access, the promotion of the "UMS"service will not be affected. Once the customers use the "UMS", can quickly increase the market share and influence for Tietong telephone. Because of its functions, the phone numbers of other networks will be shielded. The cost-effectiveness is an important factor to consider because of the telecommunications industry has become a low-profit industry. Compared to fixed-phone, UMS has the less cost but more value and long-term gains.In this paper, fixed the actual status of the users'needs and network, the design and implementation of the program for UMS service, including the overall service design and achieve, the implementation of various service and so on will be given on the basis of a detailed study in UMS service applications. In the project, raised the UMS service and the implementation of the whole project is charged by the author. During the process the main content such as the analysis for UMS service needs and background, the demand about the function for the UMS service, the design about the network's structure for UMS service, the analysis and verify for the design of the call process, the resolution for the problems between the current technology of the network with the platform and so on is all finished by the author.
