Natural disasters in our country have frequently taken place in recent years. They make about 30 thousand persons dead per year, and direct economic losses takes up 1/4 to 1/6 of the national financial. They are great threats to economic development and social stability. After natural disasters, the most important thing is to ensure emergency logistics to reduce the loss of life and property. So how to build a emergency logistics system to improve emergency response capacity is a problem for scholars. At present, related departments have paid attention to the problem, and the research on emergency logistics has become a new field.Starting with current situation of emergency response to natural disasters in our country, the paper analyzes problems of emergency logistics by way of emergency management and modern logistics theory, which cover plans, organization, storage and distribution. Then it proposes methods solving problems of emergency logistics in detail by taking example from foreign experience, and models storage layout, storage optimization and demand forecast, which has practical significance. This paper makes a further study of the implementation mechanism used in the emergency operation of the logistics system. In addition, raising the level of emergency logistics must depend on information technology except through the organization, distribution and other means to achieve the purpose of emergency logistics. Currently, a perfect emergency logistics system has not been formed in the face of natural disasters. This study can make some reference value on the construction of emergency logistics system.
