With economic globalization, the rapid development of industry is speeding up the transfer between countries, and deepening the international division. The global intra-product division production pattern which is dominated by global value chains is also emerging. As a new theoretical analysis tool, global value chain theory can be used to analyze the current status of international labor division, and has important theoretical guidance for firms in developing countries to effectively integrate into the global economy and continue to achieve industrial upgrading. This paper introduces sorts of global value chain theory, mainly including the theory of how the value chain come into existence, the formation of global value chains and how global value chain upgrade, then represent three kinds of labor division theory and the theory of comparative advantage under the global value chain theory .Chongqing is one of China's old industrial bases and the largest auto and parts production export base. As an important strategic rear of the western region and the source of the Yangtze River economic belt, its businesses with the international economy have become increasingly close. Manufacturing industry is one of the most important industries which it focuses on. How to make use of its regional advantages and industrial advantages, ensure to undertake smoothly of the manufacturing sector shift from east to west in this international financial crisis, has an important significance to Chongqing, as well as to the whole country in the completion of the manufacturing sector industrial upgrading. This paper takes the manufacturing industry in Chongqing as the research object, studies its evolution history of industrial development with the SCP paradigm, and has done a SWOT analysis of industrial upgrading in Chongqing. Based on system dynamics theory, its research several major factors affecting the industrial structure upgrade, in order to provide something to upgrade the manufacturing industry in Chongqing.This study shows that in order to upgrade the manufacturing industry in Chongqing, the government should play an effective supervisory role; Chongqing manufacturing industrial upgrading model can rely solely neither on the rich resources, a vast inland market in the old industrial base, and the establishment of concentration industry clusters to develop land-locked economy, nor be one-sided pursuit of pure exogenous input type of the export-oriented economy, but should combine both. At the same time, taking advantage of the market advantage of Chongqing manufacturing sector has formed in China, to build a strong internal value chain (NVC), willing to create comparative advantage for a smooth integration into global value chains; It can also learn from successful experience of using foreign capital, and make efforts to attract FDI, create a shortcut for industrial upgrading.
