As mobile phone has changed from durable industry goods to fast personalized consumer goods, the speed of mobile phone design becomes more and more critical for mobile phone design corporation. The improvement of project schedule management can greatly shorten the research and development time of the products, thus more quickly respond to consumer needs, and provides firm foundation for the continuous development of enterprise. Therefore, it is meaningful to research on project schedule management for mobile phone design projects.This paper analyzes the problems of traditional project schedule management methodlogy based on PERT/CPM, such as over-estimation and under-estimation of project schedules, Parkinson's law problem, Murphy's Law problem, Student syndrome and so on. It then compares the Critical Chain Method based on Theory of Constraints with the traditional method, and analyzes the theorical proof, characteristics, strengths, the main application methods and minor issues it might have.It then analyses the characteristics and procedures of mobile phone design projects. Based on this, this paper brings up the framework of critical chain mobile phone R&D project schedule management. This framework contains four parts:1. the planning framework for both single and multiprojects. 2. execution and control framework. 3. Enterprise culture support, such as team building, situmulation, performance evaluation mechanism and communication channel that matches critical chain method. 4. Software needed for critical chain methodology, such as MS Project and CCPM+.Lastly it takes a single project and a multi-project management case, applies the critical chain methodology to the two cases and clearly explains how to apply the methology from the perspective of critical chain planning and control management. It concludes that the implementation of critical chain schedule management to mobile phone R&D projects will greatly shorten the project lifecycle, timely respond consumer needs and contribute to enterprise competitiveness in an extremely demanding market.
