Communication is the most essential condition of information exchange. In the matter of the organization' work and decision-making issues, staff will be faced with to express their opinion or to remain silent option. A common phenomenon is that on many occasions and many employees will choose to conceal their views to remain silent. This behavior results in poor internal communication in organization with potential endanger.Domestic and foreign scholars'study mainly concern the definition of the concept of employees, the silent type of division, the silent of responses and so on, and study at an early stage.And that a considerable part of the researches is from the perspective of psychology and behavioral assessment, which the root causes of these theoretical studies can not provide a theoretical basis for the company to resolve the phenomenon of employee silence, in view of organizational communication from a management point of view of staff to remain Silence of the in-depth study of the causes of this situation at home and abroad is still blank, this study from the management-the organization to communicate this point of view combined with the actual situation of Xi'an Ordnance employees to remain silent to explore the deep-seated reasons.Based on the theory foundation of communication and employees silent, through questionnaire and staff interviews, statistical analysis of the questionnaire author obtained six factors affecting employees to remain silent, namely:individual factors, interpersonal relations and traditional ideology and culture, leadership style, work identity, organizational policy and the environment, communication channel. There are four key factors:communication channel, leadership style, organizational policy and the environment, interpersonal relationships and traditional ideological and cultural factors. Through statistical analysis achieved the key two sub-projects factors to affect their silence. Demographic variables were tested in different groups of factors and the impact of various factors affecting the overall perception and different. General factors that affect their silence are not the impact of gender, there are no significant differences.Above all, there are some suggestions to break employees'silence:to create an enabling environment; construction of enterprise culture; standardization of communication channels; improving the leadership. By improving these factors enterprises can achieve better economic growth finally.
