The Operation Status & Development Composition Of Government Procurement Of Baotou City

As one kind of advanced management systems of fiscal expenditure, the government procurement has been more than 200 years to this day, which originates from west during 18th century. From the mid-late 1990s, China began to carry out the system of government procurement for developing social and economy. June 29, 2002, "The Government procurement law of the People's Republic of China" was passed by the National People's Congress, and formally came into force on Jan.1,2003. In the condition of the socialism market economy system, it is very important of building modern government procurement system matched with market economy for government innovation and market economy.The government procurement system has been carried out in 1999 in Baotou city. Although having some results of this system, the standardization management of government procurement system has not been formed and, which await more consummation and progress. The research of the thesis is the status of the government procurement of Baotou City. And on the basic of research, I also put forward the countermeasure for perfecting the government procurement of Baotou City, thus promoting Baotou's social economy development harmoniously. Firstly, I make the theory analysis and presentation, which including the concept, characters, goal and functions of the government procurement, the concept, composition, characters of the government procurement system and the formation and development of Chinese local government procurement system; the relationship of the local government procurement and central government procurement; the importance of the innovation for the local government procurement for perfecting the central government procurement. With these theory presentation, I analyze the status of the Baotou's government procurement and make the objective evaluation for the effects. These effects are the preliminary framework of the government procurement system, the continuously enlarging area of government procurement, much results of innovation for the government procurement, and the more distinct society benefits so on. While, there are some deficiency during carrying out the government procurement in Baotou city, including incomplete systems and management mechanism matched with the government procurement, not enough procurement scale, a little narrow procurement area, un-criterion procurement ways and operation management, incomplete supervision system, lack of control for government procurement budget and engagement & management of procurement plan, the incomplete system of invite and bid and enough professional so on. So, I analyze the causation of these problems and suggest the idea of perfecting the Baotou's government procurement:consummate the law system and departments of the government procurement, enforce supervision system of the government procurement, further reform of the expenditure system matched with the government procurement, expedite building electronic government procurement, strengthen the function of the government procurement policies, and build the high level stuff of the government procurement.
