There appears more and more different kinds of concepts about organizational capabilities in the present studies, and the relationships among them are very complex. This paper firstly divides the organizational capabilities into two kinds:"Intellectual-Based Capabilities"and"Nonintellectual-Based Capabilities", which based on the fact that the basic characteristics of the organizational capabilities are to use different kinds of knowledge. And then, the study points out that different organizational capabilities have inherent links based on the four kinds of knowledge constitutes, that are, tacit and scattered knowledge, explicit and scattered knowledge, tacit and systematic knowledge, explicit and systematic knowledge. Then the paper puts forward a two-dimensional analytical framework of the enterprise capabilities. Preliminary studies the differences and the basic characteristics of the Intellectual-Based Capabilities in the enterprise. In order to significantly distinct the relationships of different types of business capabilities, The paper views the product development process as the research object, regards the two-dimensional analytical framework of the enterprise capabilities as the theoretical basis. The paper discusses that this process mainly requires two types of enterprise capabilities, that is the Networking Capacities and the Technical Capabilities, then points out the functions and the three kinds of relationships between them. Through the survey of 283 manufacturing enterprises in Henan Province, The paper conducts an empirical study about the functions and the three kinds of relationships between the two kinds of capabilities. The results shows that: the Networking Capacity and the Technical Capability are both conductive to promote the success of product research and development, and the interaction betweent the Networking Capacity and the Technical Capability are not all conductive to promote the success of the R & D. There may have three kinds of relationships after the interaction betweent the Networking Capacity and the Technical Capability: the significant and complementary relationship, the significant and exclusive relationship, and the potential and complementary(exclusive) relationship. Preliminary indicates that the success of the R & D need to absorb and use the internal and external knowledge. But because different capabilities use different formats and paradigms of knowledge, Interaction with each other should not necessarily be able to promote the success of product research and development. Enterprises should combine the characteristics of the stock of internal knowledge, and then absorb and integrate them selectively. This would effectively extended enterprise knowledge base, and then effectively enhance the capabilities of enterprises.
