Since the reform and opening up, the housing market has had the very big development, housing development has the significant influence on the level of people living and the healthy development of the national economy. However, the flowing of information impeded in the housing market, the high cost of information searched, information distortion and many other issues have affected the healthy development of China's housing market. As an important participant and manager in the real estate market, the government has a lot of housing information resources, and these housing information resources have a very important role in the development of the housing market. But these Government Housing Information Resources (GHIR) have not been effectively developed and utilized. Because of unitary developing body and inefficient development issues,the developing of the government housing information resource can not meet the diverse information needs of users.For this reason, through analyzing the present question and the reason in developing Government Housing Information Resource in our country, together with the characteristic of government housing information resource, according to the Public Goods Theory, the New Public Administration Theory, the System Theory and other theories of GHIR, the dissertation conducts the research to contracting out model in developing GHIR, and from the legal, technical, organizational point of view proposes the safeguard mechanism to strengthen GHIR development. The main contents of this paper are as follows:(1) Studying on the present situation and causes of the problems in developing GHIR. This paper analyzes the present situation in developing the Government Housing Information Resources, and the different kinds of problems existed in developing GHIR are pointed out. In view of these problems, the reason is deeply unearthed and come down to many aspects with respect to the lack of initiative in main body of GHIR development; the lack of suitable development model; the lack of specific data standards and technical regulations; lack of related professionals; the lack of supporting laws and regulations; lack of coordination institutions of GHIR development.(2) Studying on the choice to the contracting out pattern as the main way of market development model. According to the Public Goods Theory, the New Public Management Theory and the System Theory, the paper analyzes GHIR's economic attribute, and the necessity and inevitability of the choice to the GHIR marketability development pattern is analyzed. At last, the choice to the contracting out pattern as the main way of market development model is conducted in the demonstration.(3) Studying on the contracting out model and the safeguard mechanism to GHIR market development. Mainly based on the idea of the System Theory, the paper constructs the system of the GHIR development, and discusses the GHIR market development process. This paper analyzes the main tasks of the contracting out pattern in GHIR market development: programming contracts; formulating detailed and comprehensive terms of the contract; open tender; contractor's choice; implementing the responsibility system of the project manager; government supervision and services; the provision of other information products. From three aspects of the legal protection, technical support and organizational safeguard, the safeguard mechanism of the GHIR market development is studied.
