Research On Collaborative Development Between Foreign Trade And The Circular Economy In Hubei Province

The foreign trade of Hubei has made tremendous progress since reforming and opening up, but for a long time the foreign trade in Hubei belongs to extensive type. That is to say, the export products are energy cost with little additional value, and some kinds of import resource rely mainly on foreign countries very much. As the time goes on, these things do not conform to the requirements of the development of circular economy. As one of the key provinces of the rising central china, Hubei province gradually realized circular economy as the main guiding ideology which benefits the healthy development of the foreign trade.In the thesis, based on the investigation of the collaborative development between the foreign trade of Hubei province and circular economy, we review the development of circular economy theory and its application both in China and foreign countries. Especially, we extract the typical theory of circular economy development. More over, we set up a model based on the relevance between foreign trade and circular economy in Hubei province from 2000-2009, and we also point out the significance and the effects of collaborative development of foreign trade and circular economy for Hubei province.The main significances to the collaborative development between the foreign trade of Hubei province and circular economy are reflected in the following respects:we have provided new ideas for the collaborative development between the trade and the ecological environment; improved the export commodity technology content and resources utilization ratio and optimized the export structure; built platform to deal with new trade protectionism.The main effects to the collaborative development between the foreign trade of Hubei province and circular economy are reflected below:circular economy industry chain which promoting foreign trade has been initially formed in Hubei; has built circular economy technology supporting platform, improved the international competitiveness of products; and laid leading position of industry parks and important cities in Hubei provinces and so on.In the thesis, by considering the actual situation of the development between the foreign trade of Hubei province and circular economy, we summary the problems in the process of the development between the foreign trade of Hubei province and circular economy; For example, the level of the development between the foreign trade and circular economy varies throughout the Hubei province; the proportion of foreign trade growth is lower in countrywide; high energy consumption, high pollution, and resource-based products hold a large proportion of export total value; trade friction is intensified because of the green trade barriers by abroad and so on. The text has put forward strategic measures in favor of the collaborative development between the foreign trade and circular economy, point that we must respond positively from all levels, including policies, enterprises, communities and individuals, even a combination of various means to improve the healthy collaborative development of the foreign trade and circular economy of Hubei province, and so as to promote faster economic development in our province.Based on the advanced province experience of co-development of foreign trade and circular economy in our country, and also according to the special situations of Hubei province, some better countermeasures about the co-development of foreign trade and circular economy of Hubei province are proposed, namely setting up the concept of circular economy, and considering the relation between trade and circular economy under the idea of sustainable development; adjusting industry chain and the product structure of Hubei province, and gradually changing the resource-based export strategy; establishing the reasonable policies and codes to provide legal protection for the collaborative development between the foreign trade and circular economy; setting up a index system of circular economy as the information support for the circular economy development; strengthening the regional cooperation to against the unreasonable trade barriers in international trade, promoting the collaborative development between the foreign trade and circular economy.
