The foreign trade in our country has acquired great achievements and has made contributions to the economic development since reform-and-opening, the expansion of it, however, worsens the domestic conditions of resource and environments for the reason of concept, system, policy and technology, etc. At the same time, the problems of resource and environments are written in more and more international treaties and barriers on products with high pollution and high flow rate in the world market is on the rise because a lot of pollution has worldwide influence. All of these factors will hinder the normal development of our foreign trade. The ending of transition period of China's entering WTO is just around the corner in 2006 and how to realize the sustainability of foreign trade in our country is a great issue, and it has both theoretical and practical meanings.The concept of sustainable development has been widely accepted in the world as a new type of civilization after a long time of evolution. Circular economy is ecological economy in essence, and it has three principles that are reduce, reuse and recycle. Nowadays, circular economy is being initiated by our government as a key measure to carry out the strategy of sustainable development and to establish the economical society because of its advantages on improving the resource utilization in production and consumption. There are successful practices in some developed countries , such as German, Japan and US.The relationship among foreign trade, resources and environments are interactive. To resolve their contradictions and realize the sustainable foreign trade, the internalization of environmental cost is necessary and the mode of circular economy is an effective way.
