In recent years, Since the housing accumulation fund system has been established in china, with the significantly rapid development of the housing conditions of urban residents, the amount of imputation and savings has also increased rapidly. At the same time, there are a number of cases that corrupt and misappropriate of housing accumulation fund, which have involved huge amount of money, caused adverse influence, and attracted attention from society. the phenomenon that directors of housing fund management center and related personnel have colluded, corrupt, misappropriate the housing accumulation fund are very typically among the investigated and exposure cases. These cases reflect a common problem: namely, the supervision of housing fund management center is very fragile and has big loophole.The thesis attempt to do some research on housing fund management center by analyzing a case that a director of housing accumulation fund has corrupted, misappropriated the funds occurred in recent years, put forward concrete proposals about how to improve supervision system of housing fund management center .In addition to the introduction text, there are four parts in the thesis.The first part: The introduction of "the first case of The National Housing Accumulation Fund" and the problems which has reflected. In this part, firstly I make the general introduction of details of "the first case of The National Housing Accumulation Fund"–"Li Shubiao case". Then discuss problems of supervision of housing fund management center which underlined.The second part: The general introduction of the housing fund management center. In this part, firstly I introduce the concept and character of the housing accumulation fund. Then we elaborate the concept, establishment, character and main responsibilities of housing fund management center on the basis of "Housing accumulation Fund Management Ordinance".The third part: The current situation and problems of the housing fund management center. In this part, firstly, according to the provisions of "Housing Fund Management Ordinance," supervision departments of China's housing fund management center are divided into two parts: external supervision and internal control. Next the thesis points out that there are some problems that external supervision just exists in name only and internal control is weakening and disappearing.The fourth part: The perfection of supervision system of housing fund management center. The full text of this Part is divided into the focus of the thesis, which is the concentrated expression of innovative ideas also. In accordance with the analysis of the current situation and problems of the housing fund management center, the thesis puts forward several proposals to improve external supervision and internal control. I hold that "Housing Accumulation Fund Law"should be advocated as soon as possible, through legislation, change the character of the housing fund management center, reform management structure of the housing fund management center ,supervision organizations can be determined, the functions of supervision organizations can be clear and definite, and the establishment of a variety of mechanisms of coordination between supervision organizations to ensure the effective supervision to implementation of the housing fund management center.
