In recent years,the economy has developed rapidly and the quality of life of the people has been greatly improved.Because of the imbalance in wealth,economically wealthy people have many houses,and on the contrary,people with financial constraints can only live in the diverticulum.For thousands of years,people have paid special attention to "housing" in their traditional concepts.The huge housing demand has promoted the rise of housing prices in China,the imbalance between housing supply and demand,and the low-income families have no choice but to face the severe housing situation.The Safeguards Housing Project was implemented in this context with the aim of addressing the housing problems of low-and middle-income families.From 1995 to the present,the affordable housing project is the focus of local governments.The government has also increased the investment in affordable housing projects.However,due to the complexity of project capital flow,many funds have emerged in the management of funds.The problem is that the central government and governments at all levels are paying more and more attention to the efficiency of the use of funds for affordable housing projects.In this context,this paper is aimed at the fund management of the Z city's affordable housing project.Scientifically evaluate the management effect of the current special funds for affordable housing projects,correctly understand the current problems in the operation of the security housing project in Z City of Yunnan Province,and then explore ways to improve the efficiency of the use of this special fund,and actively seek to solve the problem of affordable housing.The countermeasures for the project management of special funds will not only have far-reaching theoretical significance,but also have strong practical significance for promoting the implementation of the work of the affordable housing project in Z City.This paper uses the literature research method,the case study method and other methods,combined with the successful experience at home and abroad,selects themanagement of the special funds of the Z city's affordable housing project in Yunnan Province for research and analysis,and finds that there is funds in the fund management of the affordable housing project.The source is single,the funds are not available in time,the use of funds is not standardized,and the supervision mechanism is not perfect.The article draws on the experience of other countries and regions to draw the following conclusions: on the financing of affordable housing projects.It is possible to use the REITs and PPP models to expand financing channels and improve the rent pricing mechanism of public rental housing to improve the funding gap.It is also necessary to simplify the financial appropriation process and improve the central government's performance evaluation of local governments to improve the efficiency of government work to ensure the project.Funds can be put in place during the implementation process to ensure the completion of the task.In the process of using the funds for affordable housing projects,establish and improve the relevant legal systems for affordable housing projects,strengthen the linkage mechanism between departments,and set up special management agencies.In the supervision of funds for affordable housing projects,it is necessary to improve the supervision mechanism.At present,China's affordable housing project is still in the development stage.Further research is needed to identify problems and improve countermeasures in the process of raising,using and supervising the funds for housing projects.
