Employment is essential for individual, economy development and stability of the whole society. First and foremost, employment is a basic approach for employees to sustain, thQen develop and realize himself. Moreover, employment is fundamental for economy development. Last but not least, employment ensures the social stability and development. Under the circumstance of market economy, the issue of employment becomes a focus for the government all over the world. As a developing country with the most population while relatively insufficient resource, China suffers from employment problem which hampers both economy development and social harmony. The practice witnesses that it seems unrealistic to solve employment problem simply depending on market. Therefore, government has responsibility to promote employment. Fiscal policy plays an important role in promoting employment.Based on the in-depth study of general theory of fiscal policy, employment, as well as the basic principles that fiscal policy plays a role in the promotion of employment, this paper analyzes the positive effects and problems of the current fiscal policy in promoting employment in China combined with the background of the current financial crisis. It puts forward series of measures to make the policy more appropriate for promoting employment by studying the implementation of the policy in developed countries, developing countries and transitional countries.This thesis mainly includes five parts.The first part introduces the definition of employment and the factors affecting the employment, as well as the fundamental mechanics of fiscal policy affecting employment.The second part describes the employment situation in China at present under the current macroeconomic background and then analyzes the problems and the causes from the perspective of systematic factor, structural factor and population factor.The third part outlines the fiscal policy concerning employment at present, assesses their effect and find out their deficiencies.The fourth part introduces the experience of several foreign countries including developed countries, developing countries and developing countries.Several suggestions are listed in the last part.
