With the development of knowledge economy and the deepening globalization, the world's economic development shows the characteristics of regionalization, regional contact between the more closely, regional cooperation among the many also become more and more. R & D cooperation has become common concern. At present, more research is on R & D cooperation of enterprises and universities, inter-firms cooperation micro-study, little research on regional R & D cooperation, on the east-west R & D cooperation of the article is much less. The other hand, make policy recommendations directly to research is more, but the study about how to conduct east-west R & D cooperation is less. Therefore, study on the affecting factors and promotion mechanism of east-west R & D cooperation has important theoretical significance and practical significance.In this paper, the literature reference, a comprehensive analysis of both R & D cooperation on the basis of the characteristics of the study, start from the following three aspects:summarized the problems of eastern and western regions of China R & D cooperation, R & D cooperation projects such as the eastern and the number of small, east-west cooperation projects in research and development put into operation rate is low, east-west effect of poor R & D cooperation. According to the various R & D requirements of R & D east-west cooperation and the cause of the problem. R & D cooperation of the main east-west communication and a lack of communication between the eastern and western R & D cooperation results conversion rate is low, less investment, eastern and western R & D cooperation, universities and research institutions such as the distribution of relatively concentrated.Through expert interviews and literature review identify the influencing factors about the eastern and western R & D cooperation effects and R & D cooperation project numbers. The Main influence factors include firm size, absorbing capacity of firms, and R&D capacity of firms. Building the conceptual model and deriving the mathematical model is to illustrate the process of the influencing factors. The construction of the promotion mechanisms provides a theoretical support and practical information to promote R & D cooperation.Including the expansion of enterprise scale, enhancing the enterprises'absorptive capacity, enhancing research and development capabilities. On this basis, this article puts forward the corresponding countermeasures and suggestions to promote the expansion of the scale and strengthen the effect of east-west R & D cooperation. Such as improving corporate learning attitudes and learning methods; Pursuing education and training strongly, enhance its technological capabilities; with research institutes, strengthen human resources and technical exchanges; the establishment of R & D information exchange networks; establishing a common research and development philosophy; building a joint R & D institutions.
