prosperity.develop.The essence of socialism is to eliminate poverty,improve people’s livelihood,and gradually realize common prosperity.The nature of the Communist Party of China also determines that poverty eradication,improvement of people’s livelihood,and gradual realization of common prosperity must be the party’s historical mission and responsibility.In order to eliminate poverty and improve the lives of people in impoverished areas,the Communist Party of China has led the people to fight against poverty since the founding of the People’s Republic of China.Since the 1990’s,my country has planned to promote poverty reduction on a large scale.The Party and the government have formulated and implemented a series of poverty alleviation and development policies such as the National "Eight and Seventh" Poverty Alleviation Plan and the Outline of China’s Rural Poverty Alleviation and Development.Since the 18 th National Congress of the Communist Party of China,under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core,the battle against poverty has been launched in an unprecedented scale,with the greatest intensity and benefiting the largest population in human history.The "Xihaigu" area of Ningxia is one of the key poverty alleviation areas in my country,and it is also the area with the most concentrated minority poor people in Ningxia.Over the years,in order to completely solve the problem of deep poverty in the Xihaigu area of Ningxia,the party and the government have concentrated a lot of human,material and financial resources.Remarkable achievements have been made in poverty alleviation and development,and the "Min-Ning Cooperation Model" of poverty alleviation cooperation between the East and the West has been formed,which reflects the advantages of the socialist system with Chinese characteristics and has great demonstration significance.The Min-Ning Poverty Alleviation Cooperation is a major strategy and innovative practice of poverty governance initiated,deployed and promoted by Xi Jinping,then Deputy Secretary of the Fujian Provincial Party Committee.During the period of counterpart assistance in Minning,General Secretary Xi Jinping attended the Min-Ning Cooperation Joint Conference 5 times,advocating the establishment of Min-Ning counterpart poverty alleviation between the two provinces and autonomous regions,featuring "joint promotion,paired assistance,industry-driven,mutual learning and mutual assistance,and social participation" Five mechanisms for cooperation put forward the guiding Min-Ning cooperation,but few in-depth studies have been carried out.This paper conducts a thorough investigation and analysis of the development and changes of Min-Ning cooperation model from a historical perspective,based on the investigation of the poverty situation in Xihaigu region of Ningxia.This paper systematically summarizes the development process,theoretical basis and basic experience of this Eastern-western cooperative poverty alleviation model,and tries to explore how to promote the sustainable development of Min-Ningxia cooperation in the stage of relative poverty governance and give corresponding policy suggestions.This paper includes six chapters.The introduction part introduces the reason for the topic of this paper,the research status at home and abroad,puts forward the research methods of this paper,and discusses the possible innovations.The first chapter analyzes the causes of rural poverty in Xihaigu region of Ningxia.By combing the relevant literature at home and abroad,this paper preliminarily discusses the concept of poverty,and combing the types and manifestations of poverty,as well as the causes of poverty,combing the poverty situation and its causes in Xihaigu area on this basis.The second chapter investigates the model of Eastern-western cooperative poverty alleviation "Min-Ning cooperation mode",and analyzes the historical background,practical basis,theoretical basis and development course of Min-Ning cooperation mode.The third chapter analyzes the main measures and practical results of Min-Ning cooperation mode.The fourth chapter analyzes the successful experience and important enlightenment of Min-Ning cooperation model,the fifth chapter discusses the practical challenges faced by the sustainable development of Min-Ning cooperation model,and the sixth chapter gives policy suggestions for the new development of Min-Ning cooperation model in the stage of relative poverty governance.This article innovation is mainly focus on the inherent logic of absolute poverty governance and common prosperity,the history,empirical research and other research methods,compares the Min-Ning cooperation pattern,in-depth study of comprehensive,system,inductive Min-Ning cooperation pattern of representative measures is analyzed,and for common prosperity under the background of how to uphold and improve further Min-Ning explores cooperation model,It has a distinct problem orientation and research foresight,and has a strong policy reference significance and practice guidance function.This paper draws five main conclusions:Firstly,it points out that the severe ecological environment,frequent natural disasters,rapid population growth,extensive production mode,information occlusion and backward culture are the reasons for the deep poverty in Xihaigu area.Secondly,the main measures of Min-Ning cooperation mode are migration,industrial development,poverty alleviation through education and help for workers.Thirdly,Min-Ning cooperation pattern is the basic experience of giving full play to the advantages of the socialist system is the fundamental premise of Min-Ning cooperation pattern
