High-tech Regional Headquarters Economic Development Capability Evaluation Study

High-tech Zone in the course of ten years of development among the high-techzone's economic growth is mainly based on the amount of extensive growth. Headquarters of the economy as a new regional economic development model, have a high consistency functions with high-tech zones requirements.which for the high-tech region's economic development has provided a new option for the path. In this context, this paper proposes high-tech regional headquarters economic development capacity evaluation studies, for the economic development of high-tech regional headquarters to provide a scientific basis.This paper is divided into six chapters, including the introduction, theoretical overview, impact factor analysis, evaluation system established neural network model construction and empirical analysis, conclusions. The first chapter described the introduction background of this research; Second chapter analyz the headquarters of the relevant economic concepts and theories introduced; Third chapter analysis of the factors, in the past location of the business site selection based on the theory of high-tech regional economic influencing factors,includingthe economic level,infrastructure, degree of development, R&D capabilities, professional services and government services six sub-indicators;factors in the industry gathered by analyzing industrial agglomeration the external economic effects, knowledge spillovers, competition effects as well as the effects of four aspects of social networks have an impact on the headquarters of the economy; cost of doing business as the impact of the headquarters of the micro-economic factors, this paper mainly from factors of production costs and transaction costs for analysis.The fourth chapter in the high-tech regional headquarters factors of economic development based on the analysis and establish high-tech regional headquarters economic development capacity evaluation index system, on this basis, using BP neural network evaluation model, first with 24 samples of high-tech zones network training, re-trained network on the other 6 high-tech zone data for learning principles, as well as the country's 30 high-tech regional headquarters economic development capacity analysis of evaluation results; fifth chapter in the status quo, Xi'an High-tech Zone, in accordance with evaluation results for each neural network a detailed analysis of indicators, the final results of the analysis for the development of Xi'an High-tech Zone headquarters of the economic policy proposals.
