By regression analysis, GM(1,1)model and other methods to determine the household income line of housing security, protection ratio and predict the demand(2009-2013) of affordable housing. Finally, according the actual situation of Dalian City, proposed policy recommendations of housing security system in construction principle, management and operating mechanism, fiscal and financial mechanism, layout and supply system.
