The Research Of Shantou’s Housing-security Policy

As clothes, food, shelter and travel are the hard core of Chinese people’s daily life. Guaranteeing the citizen’s basic residential consumer and making "Home ownership" comes true are the important guaranty to construct the harmonious society and ensure the healthy development of the national economy. As one of the special economic development zones which were set up most early, the economic development of Shantou is less developed. Local government’s fiscal revenue is limited and people’s income level is not high which compared with other cities. However, due to the change of economic environment, explosion of population and unrenewable of soil resource, the housing price experienced an dramatically upward trend. Although the improvement of property market leads the progress of Shantou’s economy, the growth of housing price brings the unduly burdensome for the Shantou’s citizens. To conquer the issue of housing, government of Shantou has answered the call and established the housing-security system which contents the economically affordable housing and low-rent housing. These measures have impacted positive influence. Nonetheless. Shantou’s home security system is defective.To write this thesis, the writer adopted the theoretical analytical method, empirical analytical method, document analytical method and comparative analytical method. The significance of this thesis is that it provides reference for establishing a proper housing security system. First of all, the writer of thesis points out the disadvantages of Shantou’s housing-security system by intergrating the reality of Shantou and theoretical knowledge about housing-security. Secondly, the writer of thesis summarize the experience about establishing housing-security system locally and internationally. Thirdly, the writer illustrates the importance of establishing the housing-security system. Finally, according to the analysis offered above, the writer presents the measures which should be implemented.
