A Study On The Approach To Intensive Utilization Of Urban Land

The quantity of arable land per capita is small in china, and total population continued to increase. Currently, china is in the rapid growth period of industrialization and urbanization, the supply of construction land is in contradiction with the demand. The ecological construction to enhance the capacity of economic and social sustainable development has add new pressures to the protection of farmland, particularly because of the implementation of the "Grain for Green" campaign in recent years to improve the ecological environment. Protecting arable land effectively, improving the intensive utilization of land, finding a new way that cause less efficient use of land use in line with our national conditions is the important strategy that in respect of long-term national interests. In the process of urbanization, the efficiency of land use should be mproved constantly, reduce pressure on land supply that the expasion of city has brought, but the efficiency of land use has fallen instead of rising in recent years, utilization of land is extensive, the main problems are:illegal construction of development zone enclosed and occupied a lot of land; the development form of cities and towns is extensive; the area of rural resident's homestead are far higher than the standard; repetition and advance construction is ubiquitous because of the lack of infrastructure planning,. Scarcity of land resources become a "bottleneck" in economic and social development, the way of utilization of land should be changed quickly.This study was based on intensive use of urban land theory, introduced the historical experience of developed countries, grasped the specific backgroud of land use, analyses the problems and the factors that utilization of land facing systematically, explored the approach of intensive utilization of urban land combined with examples, provide a theoretical basis and policy recommendations for carrying out land management, making urban development planning and even the regional economic development strategies.The results show that in the current socio-economic conditions, the approach for promoting the intensive utilizaiton of urban land as follows:(1) improve the overall land use planning system, innovate urban planning ideas, improve land use structure; (2) control the total quantity of construction land based on the total stock of land; (3) optimize the industrial structure, reduce the absolute occupation of urban land resources; (4) increase the floor area ratio of land, make use of the three-dimensional space of land; (5) define the land property rights of different interest entities, clarify the relationship of interests; (6) improve urban land management system and establish the land market; (7) carry out urban and rural land exchange, integrate urban industrial park, optimizing allocation of land resources; (8) to strengthen the legislation of intensive use of land, strengthen the supervision and discipline, improve legal management; (9) speed up the update and upgrade of intensive land use monitoring tools to grasp the change of land use in time and give active intervention to problems discovered.
