The new type of urbanization is an inevitable choice for realizing China’s modernization,a product of a certain period of economic and social development and the result of marketization,industrialization,and agricultural modernization.The American Nobel laureate Stiglitz once predicted that urbanization in China will be one of the two major issues that will profoundly affect human development in the 21st century.The development of urbanization is closely related to land resources and their intensive use.Land resources provide carrying space and material carriers for the development of urbanization.Urbanization development has strong dependence on land resources.The development of urbanization is generally conducive to the intensive use of land,and promoting the intensive use of land is an inevitable requirement for the development of new urbanization.They interact and promote each other.At present,socialism with Chinese characteristics has entered a new era,social development and economic development have entered a new normal,and major social conflicts have also undergone changes.In addition,China is in the phase of economic growth shift,the period of structural adjustment pain,and the pre-stimulus policy digestion period.It has obvious characteristics of three phases of superposition.However,the situation of more people and less land in China determines that the most stringent land management system must be implemented,which puts forward more stringent requirements for intensive land use.Since the party’s 18th National Congress,China has put more emphasis on the intensive use of land,and has begun to further promote the structural reform of the land supply side,Strengthen the double control mechanism of the total and intensity of construction land,restrict and regulate land use behavior,promote the transformation of land use.The quality of land use has been greatly improved,land space governance capacity has been strengthened,and land intensive use has made positive progress.Land use in China began to change from creeping expansion to intensional development.Land supply began to change from incremental land use to inventory tapping.The land use structure began to be more coordinated and reasonable,and began to emphasize the coordinated and rational transformation of industrial land to all types of land use.The relationship between man and land began to be gradually coordinated,and a linking human to the land mechanism was established that links the rural population entering the urban area with the newly added urban construction land.The basic and decisive role of the allocation of resources in the land market has been brought into full play,and the role of the government in macro-control has become increasingly perfect.Promoting intensive use of land will permeate the entire process of urbanization and the task is arduous.Theoretically speaking,urbanization has the effect of promoting the intensive use of land.However,duing to the incomplete transformation of urbanization in many places,the rigid demand for new land is still strong.The extensive use of land has not been fundamentally changed,and land use problems have become more prominent.Many localities have adopted traditional simple and brutal administrative methods in the new round of urbanization,and have focused on pursuing new speeds,scales,and forms.This has brought a series of problems to land use.The phenomenon of land-orientedis still very serious,and the urbanization of land is faster than the urbanization of population,The allocation of land resources does not match the scale of population flow,and rural land expropriation is not commensurate with the change of rural population status.Urban land use structure is irrational,Compared with the land use structure in developed countries,the proportion of industrial land in China is too high,and the proportion of residential land,commercial land,and basic construction land is relatively small.The urban land expansion is serious,the per capita land area for urban construction increases and the land use intensity increases.Stock land is not enough to tap potential,and the inefficient use and idle of construction land are still common.In view of these problems,this paper takes the new urbanization as the research field,takes the demand of the new urbanization to the land intensive use as the problem oriented,and promotes the sustainable development of new urbanization with the intensive use of land as the logical attribution,From the perspective of analyzing the four major difficulties,taking Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the Party’s Nineteenth National Spirit as guidelines,on the basis of learning from international experiences and reflecting on China’s specific practices,from the idea of innovation,system design to the promotion of mechanisms and paths Selecting macro,meso,and microscopic levels to develop "broken questions" research.The main contents are as follows:First of all,on the basis of defining the connotation of urbanization and land intensive use,the issue of coupling and coordinating between the two is presented.Marx’s theory of rent,urban location theory,decentralized theory,concentrating theory,and urban spatial structure theory are used to explain towns and cities.The issues related to the intensive use of land and its use as a theoretical premise of this study.Second,in-depth analysis and combing the real difficulties encountered in the intensive use of land in the process of China’s new urbanization,such as unbalanced spatial distribution of cities and towns,unreasonable land use structure,serious urban land expansion,and insufficient potential for tapping land.Waiting on the question and summing it up into the four major dilemmas as a problem-oriented of this article.On the basis of this,this paper generalizes and analyzes the causes of the concept,institutional factors and practice factors that restrict the utilization of land intensive use,and thus forms a problem consciousness for this paper.Thirdly,a comprehensive review of the system and practice of land intensive use in the process of urbanization in developed countries or regions,and summing up the beneficial inspiration from four aspects,that is,the dynamic response to the development of urbanization:land use shifts from extensive to intensive;potential mining and dynamic balance:the intension of land intensive utilization and the development of a new urbanization coupled and coordinated development;inhibition of negative effects of market regulation:strengthening government guidance and Regulatory use;comprehensive balance of multiple value objectives:coordination of land intensive use with population,economic,social,and ecological urbanization.For the paper’s topic,it provides a reference to the "stone of other hills".Finally,as a solution to the problem of landing and logical attribution of this article,it consists of three parts:First,the concept of innovation:the concept of development centered on the people,the concept of equality and efficiency,and the concept of sustainable development;the second is,Institutional construction:Forming a land arrangement that is conducive to people-oriented;Third,the practical path and promotion mechanism for intensive land use.Corresponding to the predicament and its causes,the "problem-solving"scheme was constructed from three levels,aiming to make the conclusion of the paper systematic,logical and feasible.
