Forest resources are the most important renewable nature resources in China, and are the substance elements of sustainable development of China's forestry. Recently, with more and more people realize the multifunction benefits of forestry, how to find the scientific and logical ways to manage the forest resources and ensure the sustainable development of China's forest resources becomes a principal subject in the research fields of sustainable development. It does not only draw the attentions of the forestry, but also become a hot issue in society. However, most existing studies on optimal management of forest resources have used the qualitative methods or simple quantitative models. It is still far from enough only by using these methods. Therefore, It must be combined with dynamic analysis method and then establishes the dynamic economic model of optimal management of forest resources to do the research. It will be more scientific and has realistic significance.Optimal management refers to the rational development and utilization. This paper does the research from the following two aspects. Firstly, based on the study about forest resources and the logistic model, learning from the dynamic econmic model theory method of fishing and mineral resources optimal development and management, this paper establishes a dynamic economic model of optimal management of forest resources in China, which considering some constraint conditions, such as providing society with ecological products (to protect the ecological environment), collecting forestry taxes and giving economic compensation to forest operators. Furthermore, this paper gives the exact formula and the process of solving the model, and obtains the model's micro-decomposition. Cecondly, using the above theory model and taking the three provinces in Northeast China for example, this paper fits the functions in the theory model and then establishes a demonstration model through collecting the related data. The feasibility and practicality of the model in this study is validated by empirical analysis. At last, this paper analyses the results of the demonstration model and puts forward some suggestions for optimal management of forest resources in China. First, we should achieve the strategic shift for China's timber production, transferring from northeast state-owned forest to southern collective forest, from depending mainly on natural forest to plantation logging. Second, institutional construction of forest resource management should be strengthened. Forest resources property rights should be clear. The system of paid use of forest resources and the tax policy should be improved. Third, market-oriented reform of forest products should be promoted. Fourth, commercial forest should be advocated and well developed. And afforestation should be strengthened. Fifth, scientific forest management should be enhanced to improve forest resource quality, for example, scientific stand tending and scientific harvesting. These suggestions will play important and significant role in optimal management of forest resources. And thus they could be helpful for China's sustainable development of forest resources.
