This dissertation proposes a Scenic Spot-Resident System, which is based on the current development situation of scenic spot& resident, and on the synergetic effect, optimization theory, sustainable development, stakeholder theory and social exchange theory. Then the goal and characteristics of system synergetic development, and the reciprocities of subsystems are analyzed. Next the above results are applied to a case research upon the scenic spot of Mt. Emei, in which questionnaire method and interviewing method are used, and the factor analysis, reliability analysis and correlation analysis are adopted to process the corresponding data. Finally, the main impact factors and the development policies are presented for the synergetic development of the scenic spot-resident system.This dissertation not only analyzes the influence of tourism development upon the residents through residents'perceptions and attitudes, but also researches the influence of residents'production and living upon the tourism development through tourism managers' perceptions and attitudes. The results are capable of obtaining the reciprocities of subsystems, so that the policies and measures for the synergetic development is acquired:1) improving the legal system,2) innovating the management system,3) reforming the educating system, 4) attaching great importance to the interaction between scenic spot and resident, and 5) strengthening the participation mechanism of residents.This research shows that the influence of the tourism development of scenic spot upon resident mainly focuses on the humanity reflection, economic situation, service level, culture literacy and public environment and so on. Residents'participation attitudes are quite active and have positive correlation with service level factor perceived. At the same time, the influence of resident upon scenic spot mainly focuses on scenic spot management, scenic spot development, affiliation with tourist and resident, and conflict management. In addition, the weaker the tourism managers'perception on the scenic spot management factor and conflict management factor is, the higher their identification on the residents'participation (in the tourism) is. This dissertation is helpful for the synergetic development of Mt. Emei, and it is capable of adjusting the development pattern of this scenic spot and standardizing the residents'behaviors. Besides this, the method of case-based tourism managers' perceptions, in the dissertation, can enrich the domestic researches.
