Research On The Technology Innovative Environment Of Changchun Optoelectronic Industry

Optoelectronic industry is one of the greatest sunrise industries in the 21st Century, which influences the future social development. Optoelectronics have a wide range of needs in many areas such as economy, social and national security. The United States, France, Japan, Germany, Britain and many other countries generally pay great attention to the development of optoelectronic industry and invest many resources. They have seized the strategic high ground in high-tech industries. China's optoelectronic technology has begun from "sixth-five" period. We have made great progress in technical research and development, components and whole system of production and manufacture, etc. The optoelectronic industry in Changchun as the leading industry determined by Changchun municipal government has achieved breakthrough progress through industrial restructuring in recent years. But compared with the optoelectronic industry developed areas, there are also some problems such as scattered industrial layout, scarce talent and less key enterprises. This environment is not conducive to technological innovation. Therefore, improving the technology innovative environment of Changchun optoelectronic industry is an important part in advancing technology and developing economy. Researching the technology innovative environment of Changchun optoelectronic industry is the need for enhancing core competitiveness of our country, developing of advanced productive forces and improving overall scientific and technological innovation competition.Innovation is the key and spring of maintaining enterprise competitive advantage. Technical innovation provides space and power for high-tech industry development like optoelectronic industry. And innovative environment is a key factor in technological innovation. The innovative environment is an important guarantee for enterprise technological innovation. It provides requirements and platforms for technological innovation and guides the direction of technological innovation. This thesis divides technology innovative environment into internal environment and external environment. The internal environment includes human resources environment, IT environment, culture environment and information environment in enterprise. The external environment includes policy environment, industry and service environment and the whole industry environment.The purpose of this study is to establish a technological innovative environment evaluation system of Changchun optoelectronic industry in order to provide a reference for optimizing the technology innovative environment of Changchun after studying the technological innovation environment in Changchun. After studying the theory of technological innovation and technological innovative environment,first of all, by using AHP and fuzzy evaluation method, author selects representative targets to establish the evaluation index system. This system is based on classification of technical innovative environment for analyzing data. Based on the maximum membership principle and the prudence principle, the results are to need to optimize the human resources environment of internal environment and technology environment, cultural environment industry service environment and the whole industry environment of external environment. Second, according to the actual situation of the optoelectronic industry in Changchun and the analysis of targets, we propose the optimization for Changchun optoelectronic industry development programs which include:(1) Optimize enterprise human resources environment:improve entrepreneurship mechanism and establish a knowledge-based staff development system; (2) Optimize technology environments:establish technology and personnel communication platform, practice scientific and technological resources market-oriented operation and speed up the flow of information; (3) Optimize cultural environments:let the enterprise decision-makers understand the importance of corporate culture and build enterprise culture which should be people-oriented and surrounding the business enterprise culture;(4) Optimize industry service environment:build sales service system, improve intermediary service system, optimize technological service system and optimize legal environment; (5) Optimize industry situation:strengthen industry-academia cooperation, strengthen industrial infrastructure, rationally planning for industrial layout, develop industry clusters, clear the key technology options and clear the leading enterprise location. Finally, according to the optimization program which is proposed, we put forward specific measures, including implementing the optoelectronic business talent strategy, improving enterprise technology system; creating a favorable industry cultural environment; improving industry cluster development mechanism; improving the "production and research" cooperation mechanism; optimizing the environment for the formation of industrial clusters.Through the study of this thesis, I find some deficiencies in technology innovative environment in Changchun optoelectronic industry. To some extent, this thesis about Changchun optoelectronic industry technology innovative environment optimization pointes out the direction for the optoelectronic industry technology innovative environment, guarantees the technological innovation activities will be carried out smoothly and efficiently and makes a contribution to enhancing the competitiveness of Changchun optoelectronic industry as a whole.
