As the development of society, insurance industry is also making unprecedented progress. Ever since China's access to WTO, the gradual liberalization of the insurance market has brought more foreign insurance companies and Joint-venture insurance companies to China, to open branches and continue to develop and grow. Generali China, as one of the first foreign insurance companies, has extended its business into northeast market opening Liaoning branch in Shenyang and sub-branches in the other cities. Nowadays in China, various financial institutions take computer as an indispensable tool for office work and business processes of everyday life. Employee's computer proficiency as compared with previous years has been a considerable improvement in the level of core business processing systems software, network software, and other ancillary business office processing software systems.In addition, all the insurers have opened portal site, through the network media to publish company's news and other information, collect information feedback and process simple business and so on, forming a industry-specific network working platform. Meanwhile, along with the growth of company size, information science and technology development, Information systems network building has been fully carried out and applications are gradually deepened.As the epoch's coming of E-office, everyone cann't do without computer and network especially for modern enterprises. It's the trend to form from the LAN to WAN. The insurers, as modern financial enterprises, has to form network with the scienticfic method of project management. For IT network relates to employees' daily work, insurance core business system and data's upload and alternation. Not only the system network's stability is required, a scientific and rational system which is able to cope with the future development needs is also necessary. Even company has to adjust its office, network cabling is also able to adapt to change, no longer needs to re-wiring. So that can decrease the costs of IT construction and transformation, save manpower, financial and material resources to improve the efficiency of company's operation of the system to adapt to industry development need and promote global economic integration and information technology, which will have great practical significance of insurance companies.The author of this paper takes the construction of Panjin SSC's workplace as example to specially expatiate on the information system and network-building aimed at using project management knowledge and scientific methods to be well prepared to orderly operate project from the planning, organization and control. Overcoming the difficulties in the course of construction to improve the scientific nature of the project with advanced project management theory to protect the success of the project construction and the future of network construction workplace insurance agency has played a reference role.First of all, this paper gives a comprehensive and systematic introduction to the structure's functions of GC, the main business systems, various business processes and computer network conditions and construction requirements from the analysis of GC's backing-operation status. It also discusses the importance of organizations' information system network construction by the real needs and regulatory requirements. Then it analyses the need of the information system and network construction of Panjin while investigating the integrated wiring system on the network engineering and applying the modern management theory and project management knowledge to solve practical problems in the workplace and comprehensively analyze and plan for the whole network construction process eventually form a relatively complete building program that will guide the project implementation.In chapter 2, the analysis is based on the start-up phase of Panjin information systems and workplace network construction project. It begins from the objective description of the project construction, expatiates in detail on the purpose of the project construction, the status of the project investment, the project construction's goals in different phase and construction content. And then it describes the equipment needed for project construction and the required standard. Section III refers to the network construction project team, the team building, the introduction of functional project management organizational structure and discusses the organizational structure of project management and its implementation. The project implementation team is asked to strictly required the quality and the progress, strictly compliance with project-related regulations in order to avoid the problems due to the quality of construction engineering and products. But a very important other point is that the involvement of senior leadership, So that all resources can be mobilized, all the external negative impact on the project can be eliminated and the delivery of the project can be scheduled.Chapter 3 discusses the design and planning of the information systems and the workplace construction project of Panjin. Section I refers to the working procedures of the information systems and network construction projects and arranges the order of the various procedures which enable the project harmonically operated and use the shortest time to finish the construction and rationally organized the parallel work of construction. Section II comprehensively analyse the Network Information System project construction time and major work items, draw out the WBS diagram in order to facilitate progress. Section III classify the Panjin information system and network construction projects from the resource management point of view, in order to make full use of all types of resources to ensure the smooth implementation of the project.In Chapter 4, the in-depth discussion is about the implementation and control of Panjin network building and information systems, including project tracking in the process of implementation which tells the significance and necessity of the project tracking and how the project tracking is working; Secondly it expatiated on the definition of project control, project control objectives and how to conduct; Finally it sets forth the of testing and inspection after the completion, including the principles and criteria of cabling system Acceptance and issues need to be paid attention. This effectively guarantees the quality of the project, but also found the parts which are not so perfect and the corresponding improvement measures. The successful experience on the project management implementation offers the theoretical guidance for future implementation of the project management. The paper also puts forward with my own views on the shortcomings of the project and improvement measures, proposing the direction for future research. In summary, this paper takes Panjin's information systems and workplace network construction projects as an entry point to analyze their application plans, tracking and control process and expand research and strategy of the network construction. Using modern Management Theory and Project management knowledge to resolve the practical problem in the implementation of information system network construction. Thereby it can orderly operates the the project and reduces irrational aspects in the project construction process to enhance the project feasibility and guide the project practices while creating the project management models and methods with experience and lessons.
