Ningbo is an economy developed city in the eastern China. Apparel industry is the key industry for whole city economy. The problem about difficult recruitment of direct labors for apparel factories has existed for long time, moreover voluntarily turnover rate of direct labors of Ningbo apparel factories is higher than all industries average turnover rate and reasonable turnover rate, it brings blocks to stable development of Ningbo apparel industry, and also it brings heavy financial burden on Ningbo apparel enterprises. The first hand materials about voluntarily turnover of direct labors of Ningbo apparel industry was obtained through the questionnaire survey on human resources or management staff of 10 Ningbo apparel factories and 204 workers who have resignation experience. Using SPSS statistics software, Writer has analyzed and studied current status, feature and reasons of voluntarily turnover of direct labors of Ningbo apparel industry with qualitative and quantitative analysis methods.The study has proven that voluntarily turnover rate of direct labors of Ningbo apparel industry is higher than all industries average turnover rate and reasonable turnover rate. There are five features for voluntarily turnover frequency of direct labors of Ningbo apparel industry, male is higher than female; younger's is higher than older; single is higher than married; non-local residents are higher than local ones; lower education is higher than higher education. Unsatisfactory of workload, labor conditions and unsatisfactory of compensation and labor security are two most important reasons for factories losing workers. And other main reasons includes poor management system, poor working environment, lacking of learning and training opportunities, losing confidence on company future and individual career development. Facing those factors from individual, company and outside labor market which influence workers'voluntarily turnover, the study has bought out eight strategies to control or reduce voluntarily turnover rate, include reasonable arrangement of working time, improvement of working environment, reasonable compensation system design, improvement of management staff's self-quality, paying attention to workers'life, providing more learning and training opportunities, focusing on hiring process and reference check before hiring, focusing on left workers'recalling system and strengthen company team spirit, government's supports and technology introduction. Writer strongly believes although current mass turnover of Ningbo apparel workers has bought blocks to stable development of Ningbo apparel industry, but the voluntarily turnover rate of direct labor of Ningbo apparel still can be controlled or reduced via above actions. If all Ningbo apparel enterprises can pay more attention on such problems and take proper actions, such problems still can be controlled.
