The amount of college students rises quickly with the enlarging scale of higher education of china,but there has not been special medical care policy for the specail people till now.The frist system of our college students'medical security is free medical care system.The free medical care system,establised in 1953,plays an essential role in meeting the health needs of undergraduates as well as improving their physiques.But with the development of china's economy and the deepening of the medical system reform,the shortcoming of undergraduate public medical system has becom visible.For example,affording the medical expenditure,wasting the medical resource have all affected the medical care treatment level which college students should share.In order to solve the students'medical security problem,on the basis of the free medical care system,some college have applied the commercial insurance.But the reformation is not going very smoothly,because the commercial insurance doesn't operate standerly and be lack of our country's policies'supporting.In order to resolve college students'medical security and reduce the burden on the university,college students are brought into basic medical insurance for urban residents.In new condition,this is the first time that the chinese government carries a large-scale input for solving college students'basic medical care problem.In the beginning,this paper introduce the origin of this study,the relevant literature,the choice of the research methods,and the content of the study,the aim and the significance.For an in-depth analysis of the basic medical insurance for urban residents,the paper reviews the development course of China's college students'medical security, studies and concludes the situation and problems of college students'medical insurance in china.At the basis of this,the paper studies the difference among the different medical insurance model in different schools.The paper analyses the current polcy of bringing undergraduates into basic medical insurance for urban residents. On the basis of this,a detailed description of Jinan City's basic medical insurance for urban residents. In the analysis of college students'specific circumstances,combined with the analysis of the typical cases,this study makes a qualitative analysis for Jinan City's college students medical care system. On the basis of analyses and summing up the implementation of Jinan City's college students'medical care,this study points out some questions of college students'medical care.Aslo this paper puts forward to some constructive comments to improve our country's college students'medical care system.The improvement of college students'medical care is still on the road.This paper just does a little humble exploration.This paper concludes the lacks of this research and the reassessment.
