| With the rapid development of import and export business in China, the port law-enforcing department had been on the head-position of other departments in the information construction by the late 1990s. However for lack of intercommunion, it forms hundreds of information islands with explosive growth of huge amount of information resources, without interconnecting with each other. There are more than forty procedures that one enterprise must complete before finishing the import and export business, treating with the bank, administration of exchange control, commodity inspection bureau, customs house, harbor burear, shipping agencies and the forwarder. The situation leads to high trade costs and thoroughly low efficiency in customs clearance. At the same time, the circumstance that various of smuggling or irregularities are rampant and the outlaws who utilize loopholes that government departments were not interconnected each other, swindle foreign exchange, tax reliefs and export tax rebates, seriously disrupting the foreign trade market and making the country suffered heavy losses.In 1998, according to the instructions of the leadership of the state council, the general administration of customs lead, collaborated the people's bank etc 12 ministries, by making use of modern information technology and telecommunication public net, established China E-Port platform, with the function of identity authentication, data sharing and data exchanging etc. In 2002, each province started up the work of local E-Port Construction. At present, the E-Port leaderships have been built in 39 places in the country,35 local E-Port web portals are opened, more than 500 projects have been launched and operated. As it were, the local E-Port construction has made great achievements, but there still are some issues in the management, resulting in the bottleneck of further development.Shandong E-Port was founded in 2003, constructed by China E-Port Information Data Center Qingdao branch. By the end of 2006, the comprehensive physical platform based on the entity platform of Qingdao branch had been built, with identity authentication, data transmission and data exchanging, and had been in a leading position in the nation building of local E-Port once. But due to the lack of government's leading and vigorously promote, the construction of Shandong E-Port are stagnant in recent years.On the other hand, in the 21th century, our government speeds up the transform and the construction of service-oriented government. Vigorously promoting the building of E-government is a way of improving government efficiency. Domestic experts and scholars continue to enrich and improve the public management theory to guide the construction of the E-Government and other public services, and provides a theoretical basis for a range of issues that arised in the course of the construction of the E-government. E-Port is also the construction of the supply of public services. In accordance with Public administration and public services Theory, the issues of the current local E-management of ports involved in the management of the principal, investment and financing systems, operations (Operations) system as well as such as decision-making system, the answer can be found in it.As an attempt, after learning relevance theory of public administration, the author combines with the practice experience of electronic port work,analyzes the good patterns and the existing problems in local electronic port management, focuses on the existing management problem of Shandong E-Port and puts forward some guiding ideology and constructive suggestions, from the public organizations, public decision-making, public economics and public services respect.The paper adopts the ideas that "introduce situation->search problem-> quoted theory-> analysis problems->solve problem". Through the introduction of China E-Port and local, the author contrasts and searches the existing problems of Shandong E-Port construction, cites public management theory, such as Pareto Optimality Principle, the nonprofit organization and the public service socialization, in order to analyze the formation reason of Shandong E-Port management problem and give the countermeasures. The major innovation point is that the author applies public management theory to local E-Port management to analyze and solve problems. |
