In early 2008, our country had encountered a rare severe snow and freezing rain disaster. Many southern provinces have met the threat of power off, traffic paralyzed and inadequate energy supply, et al. This has seriously threatened our people and social security. In this paper, we've used field research, character interviews, literature analysis and other methods, combined with the overall situation of STATE GRID cooperation of China and the developing reality of Guangzhou Power Supply Bureau and the China Southern Power Grid, focused on the crisis management for China's power sector in the prevention of and response to disasters, crisis management in the frozen a variety of issues, using domestic and international experiences to reference, summed up the experiences and lessons learned from frozen disaster response crisis management for Guangzhou Power Supply Bureau.As we seen in the results of this disaster situation, the current crisis management system in our country was immature; to establish and improve the crisis management system is imperative. This article has put emphasis on the efficiency of Guangzhou Power Supply Bureau and the shape characteristic of snow and freezing rain disaster, trying to provide solutions to the crisis in the framework of systems, primarily from three fields:management mechanism, system construction, operation mechanism, in order to build up an "active prevention, science and disaster-resistant, uniform and efficient" disaster management system and enhance the capabilities of crisis management of Guangzhou Power Supply Bureau. To provide the inspiration and reference for China's power sector dealing with the natural disasters, frozen, and other unexpected events.
