With the great progress of the IECSA and the smart grid, power communications seems to paly an important role in electric power system. The service of power communication directly stabilized the electric power system and ensured the power production safety. The communication service can be used to evaluate the network performance. Fuzzy analytic hierarchy process is an effective method to evaluate service importance quantatively, with the combination of subjective and objective. Firstly classify the services in certain area, establish the stratified index system, set up comparison matrix, and fuzzed the weight vectors into triangular fuzzy number, calculate the weight fectors of fuzzy service importance.'Top-down'method analysed service availability practically and pertinently. Firstly established network reliability evaluation model, and enumerate the traffic path with service calssification and threshold. Find out all Minimal Path Set (MPS) meetting the demand of the threshold. Secondly calculate the probability of MPS using the availability of devices and fibers, and then calculate the whole network availability. Finally, evaluate the reliability of an actual network to verify the effectiveness of the method.
