The Industry Structure Comparison Of The Five Northwestern Provinces

Northwest China is vast in territory, resources and energy-rich, is to ensure sustained, stable and rapid development of China's major reserve base. Since reform and opening, China accelerated the pace of industrial restructuring and upgrading of the economy has achieved remarkable results, overall national strength has increased greatly. However, continued slow economic growth in Northwest, the end of the century since the implementation of western development policy, the state increased its investment in the western region and a favorable policy, so Northwest China's economic growth has accelerated, especially in recent years, provincial GDP average annual growth rate above the national average year after year, but the gap between the eastern coastal areas is still widening. State investment will not be unlimited in the long run, the sustainability of the five northwestern provinces and effective economic growth can not rely on a favorable policy and to build on the economic efficiency of industrial sectors and competitive advantage, the key is to develop regional strategies of industrial planning, rationalization of industrial structure and advancement. No structural optimization and upgrading, there is no sustained economic efficiency and competitive advantage, can not stand the survival of the fittest in the market competition.In this paper, between 1999 -2008 the data as the basis of the five northwestern provinces of the similarity of the three industries, the industrial structure deviation degree and comparative labor productivity in each industry as the index changes in effectiveness, combined with the natural resources of five northwestern provinces and industry basic conditions, comparative analysis of five northwestern provinces and the three industrial layout structure is reasonable and disadvantages of the five northwestern provinces obtained the convergence of industrial structure is serious, the industrial structure of the smaller contribution of economic growth, three industrial and employment structures irrational industrial structure, distribution and regional economic development coordination and other issues become increasingly prominent, which will further lead to the economic development capacity of developed areas and the gap between the level of economic growth. Implementation of strategic industrial layout, focusing on the characteristics of dominant industries, accelerate the transformation of economic development is the optimization and upgrading of industrial structure and regional economic coordinated development of the key.
