With the sustained and rapid development of global economy, the role of human capital playing in economy, which more than physical capital, is becoming the hot spots in the research of economic growth. Studies have shown that the level of human capital is playing a decisive role and the driving force in economic development. For the inconsistentness of countries and regions in economic development, more and more studies are paying attention to human capital which is the special role in regional economic development.Human capital is playing their values with the physical capital's help in enterprises that as the carrier of human capital. The efficient allocation of enterprise human capital can improve the efficiency of physical capital. This will not only help to improve enterprise performance, but also can enhance economic development and the allocation of social human capital. A Resource Based View of The Firm suggests that human capital, which has the characters of strategic resources, is the fundamental guarantee of enterprise's competitive advantage. Therefore, human capital is an important factor of enterprise performance.The regional economic gap between the country's western, central and eastern is significant. As the perspective in this paper, it will analyze the enterprise performance and enterprise human capital investment, and explore the formation of regional difference. The main part of this article includes theoretical analysis, empirical analysis and cause analysis. Theoretical analysis has defined the mechanism of the enterprise human capital investment to enterprise performance and the regional economy; empirical analysis, using the listed companies in China as the sample, has showed that there is a positive correlation between enterprise performance and enterprise human capital investment, and there are differences between regions that the correlation in the central and western is better than in the eastern; cause analysis has discussed from inside to outside of the enterprises. The differences of human capital investment in regions lead to the diversities of structure and quality in human capital, and further affect the regional economic gap. Based on this, this paper presents the relevant recommendations to reduce the regional gap.
