As the main system of social health insurance in China, the basic medical insurance for employees provides basic medical security in a low level and in a wide range. The benefit evaluation of this system, to some extent, can not only provide support for its better running, but also provide a reference framework for the future merger of the Three Major Social Insurance System.Firstly, in this paper, the benefit of the basic medical insurance system for employees and its implementation mechanism is introduced through the comprehensive analysis and model construction of economic theories such as public economics, health economics. Secondly, the accessibility and availability of the system is evaluated from the perspective of health economics, and the relationship between the two is defined. Finally, the accessibility and availability of the medical insurance system is tested by the empirical methods, providing some alternatives on how to improve the efficiency of the medical insurance system.The author argues that there is a mutually reinforcing relationship between accessibility and availability. The former is a basic tool and the latter the ultimate goal. The both are linked by reasonable allocation of medical resources. The existing medical insurance system can directly bring about the improvement of accessibility, but it has no direct effect on availability. For the improvement of availability depends on not only the increasing accessibility, but also the optimal allocation of medical resources. Only when the accessibility is combined with optimal allocation of medical resources can we achieve health insurance availability.Therefore, when evaluating the benefit of the medical insurance system, we should put the same emphasis on its accessibility and its availability. Correspondingly, the increasing benefit of the medical insurance system also depends on the improvement of accessibility and that of availability.
