Study On Circumstance Evaluation Of FDI In Western China

As the main form of international capital flows, foreign direct investment (FDI) has played a huge role in promoting China's economic development. However, the gap of FDI actually utilized between each region of China is extremely wide. And the introduction of foreign capital in western China is obviously lagged behind. Therefore, it is importment to analyze current situation and disparity of FDI climate of western region, to build ecaluation index system of investment circumstance and make empirical analysis, and to take effective policies and measures to improve the investment climate.This paper follows the guidance of correlative theories of investment environment evaluation and FDI. First of all, it decines the connotation of FDI circumstance in western region, decompounds the investment environment influencing factors into three aspects (economic, social & services and environmental & resources factors). According to the principles of AHP, it builds a evalution index system which is composed of 3 primary indexes, 9 secondary indexes and 30 tertiary indexed. By using the data of 2008 China Statistical Yearbook, it shows the calculation process of FDI environmental assessment of 12 western provinces and areas. And it arranges them in order of investment environment composite index. Finally, it puts forward suggested countermeasures to improve FDI environment in western region. This article is divided into six chapters:Chapter I Introduction. Briefly analyze the topic backgrounds, topic purpose & significance, domestic & international research trends, research ideas & methods, and possible innovations.Chapter II Theoretical Basis of FDI Environmental Assessment. Define the concept and characteristics of investment environment, and summarize the correlative theories of investment environment evaluation and FDI.Chapter III Factors of FDI Circumstance. Deeply analyze and compare the factors of FDI circumstance from economic development level, opening level, industry aggregation, infrastructure, science and technology development, government efficiency, labor supply, natural resources, and natural environment nine aspects which are included in economic, social & services and environmental & resources factors. Chapter IV The Forming of Evaluation Index System for FDI in Western China. First, take target system as evaluation method and define the principles of index system. Then, build index system based on the basic principle of AHP, define the weight of each index, and describe the application of the system.Chapter V Application of Evaluation Index System of FDI Circumstance in Western China. Using the data of China Statistical Yearbook 2008, shows the calculation process of FDI environmental assessment of 12 western provinces and areas, arranges them in order of investment environment composite index. And evaluates the results of various factors, indexes and sorting order.Chaper VI Suggested Countermeasures to Improve FDI Circumstance in Western China. It analyzes the reasons why the investment climate of western region is relatively poor. Then it makes specific recommendations in three aspects which are increasing economic strength, further opening up and developing industry clusters; strengthening infrastructure construction and improving social services; rational use of resources and protection of a good ecological environment.
