Research On The Function Of Government Demising While China’s Western Region Continuing The International Industry

Since the middle of1990s, the fourth international industry transferhas surged up, and the scale of global FDI flows has increased rapidly.But as an old saying goes, every coin has two sides. On one hand,because of the global financial crisis, the underdeveloped areas alwaysface up with the situation of lacking demand and investment. There arestrong desires for the investment of the multinational companies in theseareas. These areas will take every effort to attract the foreign investment,such as offering favorable foreign policies and transferring somegovernment functions. Therefore, it will be a cruel test for the localgovernment to fulfill their purposes of attracting investment by themoderate alienation of Government functions. Take the global FDI flowsinto consideration, the developing countries have become the maininflowing countries of FDI，and China win the favor of multinationalcompanies, which makes China become the first choice of the FDI ofmultinational companies and the principal undertaking country of theinternational industry transfer. Therefore, although the western region hasmade great progress with attracting foreign capital in recent years, theexcessive alienation of local government functions has also graduallybecome apparently, which buried a severe hidden danger for the healthydevelopment of the regional economy. How to control the alienation of government functions reasonably have become a severe issue in theprocess of undertaking international industry transfer in western China,and also a hot academic issue.In view of this situation, this article from the western region toundertake according to the situation of international industrial transfer,establishes the functions of the government guaranteed evaluation indexsystem. From the Angle of the quantitative index, the article transformsthe more abstract functions of the government into concrete digitalnumber. Therefore, in western region of China, the carry on internationalindustrial transfers assignment government function in the research of theproblem from the previous qualitative analysis increased to quantitativeanalysis, in order to more precisely reflecting the functions of thegovernment of the assignment level.Therefore, this article begins with the study of the current situationof western region’s international industry transfer undertaking. In thispaper, there establishes the evaluation index system of the alienation ofgovernment functions. Through the compare between eastern China andwestern China, we can know the degree of the alienation of governmentfunctions in western China. Based on the above factors, there analyzesthe reason of the gap between east and west. After drawing from thelessons learned at home and abroad, we put forward some policyrecommendations on how to control the alienation of government functions reasonably in the process of undertaking international industrytransfer. We want to provide a theoretical basis and a direction for theabove question.
