With the acceleration of the process of economic globalization and the rapid development of Information Technology(IT),human society has already stridden into the information ear and the knowledge-based economy times after having experienced the industry economy times.Information Technology as a widely used resource, has gone deep into human society and all aspects of life, a modern enterprises meet the challenges of intense competition, regulatory changes, to obtain a competitive advantage means of powerful tools and strategies.At present, China began to shift the focus of informationization to build cost-effective information technology projects. "Industrialization can be brought along by Informationization which also can be accelerated by Industrialization."This strategy has become increasingly accepted by the people.However,how to improve the effective use of information resources has become a hot issue now,which has been referred to the implementation of people-centered scientific development concept, fundamentally changing the mode of economic growth.Enterprises are now facing many problems such as "how to achieve the integration of IT strategy and business strategy","how to get values from IT investments","how to make institutional arrangements on IT"and"how to use IT industry and corporate best practices to speed up promoting the work of information technology".These are issues on IT governance.IT governance is an important part of corporate governance,and the development of corporate governance contributed to the formation of IT governance.IT governance is defined as follows, In order to enable IT to fulfill the mission entrusted to it by the organization,build clear ownership and responsibility of decision-making framework of commitment to rational use of resources, maximize risk reduction.During the course of development of Chinese securities market,IT has played an important role in effectively promoting the rapid development of multi-level securities market.However,due to the lack of IT governance, A large number of problems on IT technology,management of securities companies increasingly restrict the effectiveness of IT development and the realization of business strategic objectives are affected with the deepening of informatization construction in securities companies.IT governance is the basis of information system construction for the securities industry In a highly information-oriented era, Its main purpose is to solve the problems that how to transfer IT assets into an important strategic asset through the design and implementation of IT decision-making system, properly handling the contents of IT decision-making, IT departments and responsible decision-making and how to develop and monitor the IT decision-making problems.IT capability is the core competitiveness of the securities companies,effective IT governance can consolidate and enhance the IT capabilities.In an increasingly competitive market environment,Securities companies should work through the IT governance, and enhance IT's ability to control, rational use of IT resources, effective management of IT risks, to ensure that the information system construction and operation of safe, efficient and stable.Based on this, this paper take securities industry as the research object,focuses on the IT Governance in securities companies,discusses how to set up an IT governance architecture, the aim is to explore suitable IT governance model of securities companies to build the necessary core competitiveness.This research work summarized in the following areas:(1) defines the concept of IT governance, summarized the basic theory IT governance, briefly introduced the major IT governance standards, and to make comparisons.(2) research the status of the informatization construction and carrying out IT governance as well as shortcomings in securities industry(3) based on the theory of IT governance and the practices of excellent companies, combined with the actual situation of the securities companies to build an IT governance architecture for securities companies in China.(4) focus on GuoYuan security as an case study.describes the content of corporate IT governance and control mechanisms, and design a set of IT governance performance of its evaluation index system.
