| The major hazards in petrochemical company are flammable, explosion, toxic, poisonous and corrosion; the plants and equipments are complicated, there are so many TA work scope, schedule driven project, the newer are not familiar with job site, it is important to management TA contractors. Normally TA will be carried out every 2～3 years, and tremendous contractor workers are working at the adjacent areas, the conflict work or simultaneous operation (SIMOPS) may occur frequently; the people injury may happened if we did not keep close eyes on the contractor performance management.One the basis of contractor safety management theory, this paper will study the TA process which happened in CNOOC and Shell Petrochemical Company (named company A); the paper will investigate the TA reality of company A and make analysis.As per contractor management theory, e.g. target administration theory, XY theory, broken window theory, reinforcement theory; then analyze TA project of company A, identify and discover the 3 critical elements of TA project:time, safety and quality:did company A SWOT (Strength, Weakness, Opportunity, Threat) analysis, utilize best practice to guide the first time TA of company A.Company A made the successful criteria's of TA and measurements, give out the solution:contractors selection and subcontractor control, contractor full time HSE staff competent assessment and qualification audit; contractor equipment's check; offer the required trainings to contractors; made and implemented safety incentive and award mechanism; implemented Permit To Work(PTW) to control all the risk work, high risk activity surveillance, safety information sharing, require contractor to provide safety patrol at ratio of 10:1; improved housekeeping management; did a root cause analysis if incident or near miss occur and take corrective actions; emergency response plan to instruct how to response a crisis, to ascertain that TA will be carried out in a safe, effective and efficient manner. |
