The Evaluation Research On Comprehensive Benefits Of Non-commercial Forests

As we all know, non-commercial forests have played an irreplaceable role in maintaining ecological balance and improving the ecological environment. Especially, in the background of the fact that natural resources become depleted and environment becomes deteriorated, nowadays the State Government has invested a great deal of financial resources in forests. Certainly, after a period of construction, non-commercial forests can be of great benefit to economic, ecology and social and improve the existing poor conditions. In the other hand, there are still many problems in this process. So it is necessary to establish a scientific and reasonable evaluation index system of comprehensive benefits of forests to assess the effectiveness.On the basis of the analysis and summing-up of the evaluation research on comprehensive benefits of non-commercial forests, this study determined theoretically the related concepts and theoretical,through the elaboration of professor Wang Aimin and professor Nie hua, some repeated issues are analyzed which build forests comprehensive benefit evaluation index system for ecological, economical and social benefit to evaluation caused by social and ecological benefits or ecological benefits. Therefore, in order to avoid this problem, and also to evaluate index system ,being more objective and accurate, this study intends to establish the two big index system: social and economic benefits to evaluate the comprehensive benefit of forests, which is to ascertain the foundation of the forest evaluation index and method.Build and improve the overall efficiency evaluation index system of comprehensive benefits of non-commercial forest: First, this paper determines the elements of this index system and the relationship of each other. Then, according to the principle of beneficiaries, the paper analyses various beneficiaries of the non-commercial forest one by one to determine the"central government and national forestry authorities + specialized rating agencies + forestry experts"as the best the main body of assessment under the principles of objectivity, the information principle, effectiveness and principle of the cost. The determine evaluation process includes two parts i.e. preparatory work and implementation of evaluation.Determine the evaluation index of comprehensive benefits of non-commercial forests and comprehensive benefit evaluation methods: First, this paper determines the five principles of the indicators system design, and then chooses economic and social benefits of the forests as a selected target level to choose related evaluation of indicators for founding the index system. Meanwhile this study makes use of cost-effectiveness analysis to measure systematically and comprehensively the costs and benefits of the forests and get the final result of the evaluation through comparing the costs and benefits. Finally, feed the evaluation results back timely to the related departments to find the causes of the effective impact and make the scheme to improve the effective solutions. In addition, to ensure the evaluation work can be carried through smoothly and the evaluation results can be objective and accurate. It is also necessary to monitor the quality of the evaluation.At last, this paper did an empirical research on Gan su Province fourth phase project of the first five years of benefits arising, through the establishment of the Evaluation Index System of comprehensive benefits of non-commercial forests.
