In the age of knowledge-based economy, enterprises and employees are facing with ever more fierce competition. The result of competition among enterprises is mainly determined by the competency of employees, this makes enterprises to pay more attention to the competency of employees than ever. Competition among employees makes employees have strong desire on their individual career development and competency improvement. Therefore competency model which reflects business requirement and career development direction is becoming the link between enterprise and employee, increasingly applied to the practice of human resource management by enterprises, so as to achieve consistent objective between enterprises and employees.This paper first refers to the relevant theory of competence at home and abroad and reviews these theories, and compares their applications in domestic and overseas human resource management, and explores the competence modeling. Based on theory, practice, and the actual situation of the enterprise, it also proposes competency modeling and process combining strategic orientation and industry benchmark and put it into practice, so as to complete competency model for IT department. Then based on previous competency model, it goes on to discuss the topic of individual development, and propose management framework of training, key position successor plan, and individual career development, so as to provide thought for competency model application in individual development.Finally, it puts forward suggestions on the application of the competence model.
